(AP) ? At 18 months, Cristina Astacio spoke only a few words, wouldn't respond to her name and shunned other kids in her day care group. Last October, her worried parents found out why.

She has a mild form of autism, a diagnosis being given to more U.S. children than ever before, largely because of more awareness and better diagnosis.

According to new government statistics, the rate is about 1 in 88. That means autism is nearly twice as common as the government reported just five years ago. The largest increases are in Hispanic kids like Cristina.

The definition of autism has changed over the years, and Cristina might not have been considered autistic two decades ago.

But experts say kids like her are lucky in a way, because her parents recognized early that something was wrong. The Centers for Disease Control and Prevention report issued Thursday found that 40 percent of kids weren't diagnosed until after age 4. Evidence shows that children who are identified early and get help have the best chance for reaching their potential, said CDC Director Dr. Thomas Frieden.

The American Academy of Pediatrics recommends autism screening for all children at age 18 months and 2 years.

Diagnosing the developmental disorder relies on observing behavior. Autism can't be cured, but treatment including intensive behavior therapy can help many kids function better.

The academy's Dr. Susan Hyman said many children who aren't making eye contact and aren't talking "may have autism, but they may have other things." She said it's important for parents to be persistent about their concerns with their doctor so their kids can be evaluated.

Kristy Batesole, of Atascadero, Calif., says she suspected something was wrong with her son, Keegan, even when he was a hard-to-calm overly fussy baby. He learned words, but by age 2 stopped talking, would spend hours opening and closing doors and sometimes bang his head on the ground.

Though he started getting special help in preschool in Nevada, he wasn't formally diagnosed with autism until last year, at age 6, after the family moved to California, where there are more autism specialists.

Cristina Astacio gets two hours of behavior therapy six days a week. Her mom, Charisse, says the little girl now responds to commands and speaks about 50 words. The most special are two words Cristina never said before. "Now she says 'mommy' and 'daddy,'" Astacio said. "It's wonderful."

Christina's dad, Christopher, is a special-education teacher in the New York City; most of the kids in his class are Hispanic and many have autism.

"I remember back in the past, a few kids here and there had autism, not like the way it is now," Astacio said. "I'm really curious why so many kids are being diagnosed."

Experts, including CDC researchers, think broader screening and better diagnosis have largely contributed to that. But autism's cause remains a mystery, and government researchers are seeking answers.

The latest numbers are based on 2008 data from 14 states and suggest that autism rates have climbed 23 percent since 2006. Rates are highest in boys and white children. But the biggest rate increase was among Hispanics, from 1 in 270 in 2002 to about 1 in 125 in 2008.

That rate increase also is likely due to better awareness. The CDC report says there's no strong evidence of any racial or ethnic difference in risk factors for autism and that it's likely the condition is underdiagnosed in blacks and Hispanics.

Melissa Miller, a St. Petersburg, Fla., mom whose daughter, Chelsea, was diagnosed last year at age 2, said many people still misunderstand the disorder.

"I think many people hear 'autism' and think 'Rain Man,'" she said, referring to the 1988 movie featuring Dustin Hoffman as the mathematically brilliant but socially impaired autistic savant.

"The autism spectrum is so vast, and all of our children are different. Many of them don't rock back and forth or have savant skills. They are sweet, affectionate, intelligent, goofy ? and exhausting ? kids," Miller said.

Proposed revisions in the manual that doctors use to diagnose mental illness would streamline autism criteria. Critics contend the suggested changes would be too narrow and exclude children who need educational and behavioral services.

Hyman noted that since the manual's last revision, in 1994, much has been learned about autism. "There's a real possibility the new definition will be better for children," she said Thursday at a CDC news conference.

CDC officials say research into causes of autism will help determine if there's been a true increase or just better diagnosis.

Genetics is believed to play a role. Studies have found no connection with childhood vaccines, but other factors under investigation include mothers' illnesses or medication during pregnancy. First results from the CDC study are expected next year.

Geraldine Dawson, chief science officer for the advocacy group Autism Speaks, said the new figures indicate "a public health emergency that demands immediate attention."

Her group estimates that U.S. autism costs total $126 billion each year, including costs related to diagnosis and treatment. That estimate also includes treatment for severely affected adults and lost wages.

(AP) ? Carmelo Anthony knocked down three long jumpers, finding a rhythm that's been missing most of the season.

Then the Knicks really got rolling ? on their biggest run in 8 1/2 years.

Anthony and the Knicks climbed above .500 for the first time since mid-January in overwhelming fashion, scoring 21 straight points in the third quarter and routing the Orlando Magic 108-86 on Wednesday night.

Anthony and Iman Shumpert each scored 25 points for the Knicks (26-25), who won for the eighth time in nine games despite playing without the injured Amare Stoudemire and Jeremy Lin. New York outscored Orlando 65-30 in the middle two quarters and has a winning record for the first time since it was 6-5 before a loss to Oklahoma City on Jan. 14.

"I said this at the top, as a coach I'm always interested in when you're short-handed who's going to step up and make plays? And we're getting it from everybody and that to me is a sign of a good, quality team that wants to win," interim coach Mike Woodson said.

The Knicks moved 2 1/2 games ahead of Milwaukee for the eighth and final playoff spot in the Eastern Conference and pulled within 2 1/2 of Philadelphia and Boston for first place in the Atlantic Division. New York could get Stoudemire back before the end of the season, announcing Wednesday that he could be back in two to four weeks after non-surgical treatment for a bulging disk in his back.

Anthony knows he must step up until then without Stoudemire and Lin (sore left knee), and he had his second straight strong performance since they were hurt. Anthony scored 28 points Monday, and would have easily surpassed that had he not been limited to 26 minutes.

Playing despite a strained right groin, Anthony shot 9 of 15, his jumper that has been off all season falling in a third-quarter flurry that blew open the game.

Anthony said it's been a rocky season, which includes his own struggles with injuries and his shot, the resignation of coach Mike D'Antoni, and now the injuries to the Knicks' second- and third-leading scorers. But they sure seemed as if they had it all figured out in the third quarter, when they had their longest consecutive run of points since a franchise-record 24 in a row against Indiana on Nov. 15, 2003.

"Right now, with the coaching change, we've been playing extremely well," Anthony said. "Guys seem to be responding pretty well. We've been really locked in on our mission right now."

Jameer Nelson scored 17 points, and JJ Redick had 15 for the Magic, who had their three-game winning streak snapped. Ryan Anderson, who made seven 3-pointers and scored a career-high 30 points in the Magic's 102-93 victory here Jan. 16, took just four shots and scored three points.

"They're playing small and we got crushed on the boards. That to me is the one that tells me that the effort wasn't there. When you give up 16 offensive rebounds to a team that's playing small, that that's an effort problem," Magic coach Stan Van Gundy said.

The Knicks built a big lead by outscoring Orlando 32-12 in the second quarter, then made it a blowout in the third.

After scoring mostly down low in the first half, Anthony came out and knocked down two 3-pointers and a long jumper to make it a 20-point game. Dwight Howard made a layup before a short jumper by Baron Davis ignited the 21-0 burst, the Knicks' longest of the season.

Orlando went scoreless for more than 6 minutes, and it was 88-49 after Shumpert's jumper with 2:58 remaining in the third period.

Howard had 12 points on seven shots for the Magic, who had won 14 of the previous 17 meetings. They equaled their highest point total of the season Monday by scoring 117 in Toronto, but couldn't get anything going against a Knicks team that is allowing only 86 points per game since Woodson replaced D'Antoni on March 14.

"When we want to play, we're a great team. We just have to bring that effort every night," Howard said. "It should be frustrating for everybody. We just have to step up and play the right way. When we don't, we have games like this."

The Knicks used a 12-0 run to take a 52-38 lead on Shumpert's layup with 1:20 remaining in the first half. The Knicks took a 57-41 lead into the break on Steve Novak's 3-pointer at the buzzer.

Novak scored 16 points, and fellow reserve JR Smith had 12.

Supreme Court weighs historic healthcare law

WASHINGTON (Reuters) - Two years after President Barack Obama signed into law a healthcare overhaul, the Supreme Court on Monday takes up a historic test of whether it is valid under the country's Constitution.

The sweeping law intended to transform healthcare for millions of people in the United States has generated fierce political debate. Republicans challenging Democrat Obama for the presidency in November and Republican members of Congress have vowed to roll back the March 23, 2010, law they say will financially burden states, businesses and individuals.

Now, the healthcare battle moves from the U.S. political arena to the less raucous world of its highest court.

At the law's core is the requirement that most people buy health insurance by 2014 or pay a tax penalty. Challengers, including 26 of the 50 states, say Congress exceeded its constitutional power to regulate commerce with this so-called individual mandate.

They argue that government should not meddle so deeply in people's lives and force them to pay for a product they have opted against. The Obama administration counters that virtually every person will need medical care and that those who shun insurance put a disproportionate burden on the system.

In the United States, annual healthcare spending totals $2.6 trillion, about 18 percent of the annual gross domestic product, or $8,402 for every man, woman and child.

A HISTORIC CASE

The arguments to be held over three days, and a modern record six hours, recall past momentous sessions, such as the 2000 election dispute that allowed Republican George W. Bush to take the presidency over Democrat Al Gore and the 1974 Watergate tapes case that led to President Richard Nixon's resignation.

For sheer spectacle, the atmosphere outside the white columned court across from the U.S. Capitol is likely to rival what goes on inside. People began camping out for seats on Friday, and would-be spectators were likely to line up for days.

Families USA, a supporter of the law, said doctors and nurses planned to show up Monday in front of the court, wearing white coats and scrubs and carrying signs of support.

A record 136 legal briefs have been filed by outside interests and demand for seats inside the white marble and red velvet courtroom has been overwhelming. It holds 400 people and most of the seats will be reserved for guests of court officials and people connected to the case, including lawmakers from Congress and top Obama administration officials.

Four distinct legal issues are before the nine justices, and the first question they will address is about the timing of any lawsuit against the individual insurance mandate.

Possibly the driest and most technical subject of the sessions, yet of great consequence, the issue is whether a longstanding law called the Anti-Injunction Act prevents people from challenging the individual mandate until after they have paid the tax and sought a refund, which would be in 2015.

Of the four U.S. appeals courts that have heard the healthcare dispute, only one has ruled the challenge to the individual mandate could not go forward because of the tax law.

Yet the justices plainly believe it important enough of a potential hurdle that they have scheduled the issue for their first session and appointed a special lawyer to argue the case.

As a result, the first day's arguments will not reach the more anticipated issue of Congress' power to dictate that individuals obtain insurance, a step that critics warn could lead to a wide range of other requirements such as eating broccoli, joining gyms, or buying American-made cars.

That test of congressional power will be aired on Tuesday.

On Wednesday, two questions will be heard. One is whether, if the individual mandate is declared unconstitutional, it can be severed from the rest of the law or all of it must be struck down. The other is whether Congress improperly put new burdens on states when it expanded eligibility under Medicaid, the joint state-federal program offering medical care for poor people.

On Monday, court-appointed attorney Robert Long will argue that no lawsuit against the individual mandate can go forward until after someone who refuses to buy insurance has paid the penalty and sought a refund.

The federal Anti-Injunction Act, dating to 1867, generally bars anyone from challenging a tax law until it has taken effect because such lawsuits would hinder the government's ability to collect revenues needed for the federal budget.

Under the terms of the 2010 healthcare overhaul, the penalty for refusing to buy insurance would be recorded on a person's annual tax form and collected by the Internal Revenue Service.

In his written court brief, Long emphasized that Congress could have carved out an exception from tax policy of "pay now, litigate later," to allow immediate judicial review of the individual mandate, yet it chose not to.

A PENALTY - OR A TAX?

When Obama and Democratic sponsors of the healthcare law in Congress were urging approval of the individual mandate they insisted the penalty for failing to obtain insurance was not a "tax." The legislation more often used the word "penalty."

The Obama administration, which had briefly argued in lower courts that the lawsuits could not go forward until after 2014 because of the Anti-Injunction Act, will argue that the justices should not regard the sanction for no insurance as a "tax."

The word "penalty" is different from the term "tax," asserts U.S. Solicitor General Donald Verrilli in his brief to the court. He stressed that Congress merely wanted the insurance-related sanction to be collected by the IRS. It did not want "the full panoply of statutory rules governing ?taxes'" to apply.

Challenging the individual mandate with the 26 states are the National Federation of Independent Business and individuals who say they do not want to buy health insurance.

In the arguments Monday, the challengers will be represented by attorney Gregory Katsas, who will emphasize that their challenge is to the mandate, not the penalty that enforces it, and that the lawsuit should go forward.

To win a $1,000 laptop, he simply had to complete a task on his personal phone quicker than a store employee who was using a Windows Phone. It so happened that the task chosen for Sahas's contest suited him perfectly: he was told to cold boot and then bring up the weather in two different cities, and by a stroke of luck he already had two separate weather widgets for San Jose, CA and Berkeley, CA running on his Nexus' home screen. He also had his lock screen disabled, which goes against Google's own security advice but which he says gave him the "split second" edge he needed. The principle of justice, meanwhile, was smothered with lock screens, because Sahas was promptly informed that he'd just been "smoked" by a Windows Phone, even though he'd been quicker. At first he was told that the Windows Phone won because it "displays the weather right there," then he was told it was because both his cities were "in the same state," and finally he just gave up. A Microsoft insider has since tweeted that he'll "make it right" for Sahas, but will it be the kind of right that includes a $1,000 laptop?

What someone has to also remember is that they are not just going to be working as an electrician and working with electricity, there will also be some administration duties that needs to be completed also but that does not need to be dull or boring.

This weekend, inspired by the budget, and a significant amount of time spent listening to all things financial on Radio 4, I?m having a money theme. Yesterday we talked savings and investments for families, and today I?ve written a little Slummy single mummy guide to saving money on family holidays ? some top tips from the woman who, for about ten years, was too cheap to even own a passport.

Don?t do it ? According to one survey, nearly 40% of us stayed home last summer, so the ultimate money saving holiday tip? Simply don?t go. You?ll save hundreds if not thousands of pounds in travel, accommodation and family travel insurance, have far less washing to do at the end of it, and probably feel a lot more relaxed than if you attempt to introduce small children to the delights of European architecture in sweltering heat. Believe me, I have tried, all they care about is when they can have a lolly.

They say a change is as good as a rest. They lie.

Stay in the UK ? I was perhaps being a tad hyper-cynical with my last suggestion, as I do actually like going on holiday, I just don?t see the point of dragging small kids thousands of miles, knowing they?ll complain the whole way there about ?feeling sick? or being bored, when we have such a wealth of beautiful countryside and interesting cities in the UK. Staying in the UK means you cut out the hassle of foreign travel, save money on flights, and have a bit extra to spend on treating the family.

If you?re worried about looking cheap, tell the other parents at school you?re doing it on environmental grounds.

Camping for wimps ? Hotels cost a bomb, and even caravans can set you back a fair bit, but seriously, who wants to spend a week with kids in a tent? Not me. I do like the idea of camping though, so for a low-cost, self-catering, back-to-nature option, we?ve spent several of our summer holidays in yurts. As a single parent, you can bring the cost down even further by bunking up with another single parent friend and splitting the bill. This year we?ll be spending a whole week yurting on the Cornish coast for just ?300. Bargainorama.

Shop around ? given that there are about 27 million price comparison websites nowadays, you really have no excuse for paying full price for anything, whether it be flights or flip-flops. It may feel like a bit of a faff, but shopping around really can save you loads. Just think of it as every few pounds you save meaning one extra gin and tonic in the hotel bar.

Don?t risk it ? I have a very simple approach to insurance. If I could afford the consequences should anything go wrong, I don?t bother. With foreign travel though, you really don?t want to risk it. Think about how often you intend to travel during the year to work out whether a single trip or annual travel insurance gives you the best value for money, and if you?re travelling in Europe, don?t forget to apply for your European Health Insurance Card.
