Stewart J. Lawrence: Is Gingrich Still Viable? It Could Hinge on Colorado and Minnesota

Post-Florida, much of the attention in the Republican presidential race is shifting west, where a series of February contests beginning this Saturday in Nevada could determine whether Mitt Romney is marching inexorably toward the GOP nomination -- as he so often claims -- or has merely regained his position as his party's still-fragile front-runner.

In fact, at least three of the upcoming GOP contests -- in Nevada (February 4), Michigan (February 28) and Arizona (February 28) -- are largely Romney's to lose. Nevada and Arizona have relatively large Mormon populations, and Michigan is an old Romney family stomping ground. Romney's father George served as Michigan governor in the 1960s and though a political moderate compared to his son, he's still remembered fondly. It would take a miracle for Newt Gingrich or Rick Santorum to upstage Mitt on such familiar home turf.

Arizona, of course, is also home turf. Not for Romney, but for its senior Republican senator, John McCain. McCain, despite having battled Romney for the nomination in 2008, is strongly supporting the former Massachusetts governor's bid this year. In fact, he's recently emerged Romney's leading surrogate and campaign stump-mate, and by all appearances, his presence has bolstered Romney's hold over the GOP party moderates that McCain himself championed four years ago.

But Colorado and especially Minnesota, both non-binding contests to be held on February 7, are different kettles of fish. And they are likely to be much fairer tests of Romney's ability to build on his current momentum. These are states that Romney won handily over McCain by positioning himself as the conservative "insurgent" seeking to challenge the "hand-picked moderate" chosen by the GOP "establishment." Now the roles are somewhat reversed: Romney, with McCain's support, is playing McCain's former role, and Gingrich is playing Romney's. But can he benefit the same way Romney did? That's the big question.

In fact, the latest state poll in Minnesota, conducted by PPP in late January, found Gingrich with a commanding 18-point lead over Romney. The former House speaker garnered 36% of the vote, compared to just 18% for Romney and 17% for Santorum. And in the last Colorado poll, conducted by PPP in early December, Gingrich led Romney by 38% to 19%, but with a whopping 35% still undecided.

Arguably the Colorado poll -- like a separate Arizona poll showing Gingrich also with a slim lead over Romney -- was conducted too long ago to be a reliable barometer of GOP sentiment in such a volatile race. Gingrich, who was all but counted out after his early stumble last summer, has twice re-emerged as the GOP front-runner -- each time surpassed by Romney, most recently this past week. And those latest state polls, including Minnesota's, indicate continuing volatility, with barely a third of voters firmly committed to Gingrich or to any other candidate.

But there's reason to believe that the former House speaker retains some distinct advantages in states like Minnesota. One is that an estimated 52% or more of GOP voters in Minnesota describe themselves as "faith-based," a group that Gingrich carried by a huge double-digit margin in South Carolina, and one of the few he still carried in Florida -- if only by single digits. But in Florida, evangelicals constituted less than a third of the GOP electorate; that means any Gingrich advantage with religious-minded voters is likely to be magnified in Minnesota.

Gingrich, who was able to exploit the issue of "Romneycare" and abortion funding in the South Carolina primary can be expected to do the same in Minnesota where Republicans in the state legislature recently introduced four separate abortion bills. Gingrich may also be able to take advantage of the past harsh criticism of Romneycare by former Minnesota governor Tim Pawlenty, who dropped out of the GOP race after his disappointing showing in Iowa and who's endorsed Romney's candidacy.

As a surrogate, Pawlenty hasn't actually helped Romney much, and in Minnesota, he may well end up inadvertently helping Gingrich, by highlighting just how far Romney has strayed from GOP orthodoxy.

The same is likely to be the case for another Minnesotan: three-term congresswoman Michele Bachmann. She touted herself as the leading Christian conservative in the race, prior to dropping out last December, after her dismal showing in Iowa. Since then, she hasn't shown much inclination to endorse Gingrich or anyone else, and despite rumors that she may be making overtures to the Romney camp, it's unclear whether her endorsement one way or another would carry much weight.

During the debates Bachmann took square aim at Gingrich on immigration and his personal history but to the extent that her continued presence on the scene fires up GOP base voters, it's Gingrich -- or possibly Santorum -- not Romney, who stands to inherit the political windfall.

Another key potential factor in Minnesota is the sharp decline in housing foreclosures in the state in recent years, which could take away an issue that Romney successfully exploited against Gingrich in Florida, and that could help Romney in Nevada, another state, like Florida, with runaway foreclosure rates. Romney has pointed to Gingrich's contract work with federal housing lender Freddie Mac to suggest that Gingrich was directly implicated in the foreclosure crisis, which independent analysts have dismissed as little more than a clever -- though effective -- campaign ruse.

But Minnesota is making enormous strides with foreclosures, and indeed, has reduced them by a whopping 66% since 2007. Romney just ran a new campaign ad against Gingrich in Nevada citing his Freddie Mac ties, but thus far at least hasn't placed the same ad in Minnesota, or in Colorado, another state where home foreclosures rank low nationwide.

There's also an outside chance that Gingrich might be able to challenge Romney in Arizona, in part because the next nationally televised candidate debate will be hosted there on February 25, just a few days before the state's primary. Gingrich's uncharacteristically flat performance in Florida isn't likely to be repeated in Arizona, where the Republican electorate is dominated by Tea partiers and evangelicals. It's often forgotten now, but McCain might have lost re-election in 2010 were it not for the intervention of Sarah Palin, who almost singlehandedly convinced the GOP base not to support McCain's challenger. Palin, of course, now supports Gingrich, which could well have the effect of neutralizing McCain.

Here, then, is the best-care scenario for Gingrich: major wins in Minnesota, Colorado and (with some luck) Arizona, offsetting Romney's expected victories in Nevada, Michigan, Maine, and Missouri (where Gingrich failed to qualify). Moreover, Gingrich victories in Minnesota and Colorado next Monday would quickly neutralize Romney's expected victory this Saturday in Nevada, embarrassing Romney and restoring a sense of parity in the race. And if Gingrich can also pull off a victory in Arizona, on McCain's home turf, it would be a viewed as a major upset.
Moreover, it would give Gingrich the edge in three critical Southwestern "swing" states that figure prominently in the general election.

Of course, Romney and Gingrich aren't the only players left in the race. National polls show Santorukm running a close 3rd, and unlike Gingrich, who seems to be desperately pandering to the far-right, Santorum is hoping to project himself as a party unifier -- as "presidential" as Romney, but with stronger support from the base. And don't count out Paul. Many of the upcoming contests, especially February's, are caucuses, and Paul, like Romney, competed in 2008, and can build on a pre-existing base of support.

Still, assuming Gingrich doesn't just implode, he could well survive, post-Florida, touting the long-standing narrative that Romney, despite his money and elite backing, is unable to close the deal. That would give him a shot at the 10 "Super Tuesday" contests on March 6, where he is almost certain to take at least three Southern states -- Tennessee, Georgia, and Oklahoma -- muddying the race still further. Don't forget: Florida may look more like the rest of the country, but the GOP chooses its candidate based largely on what Republicans look like nationwide. And in the end, there are probably far more GOP contests that resemble South Carolina than they do Florida.

That means if the Anyone-But-Romney forces can find a way to unite -- under Gingrich or Santorum, apparently -- it's probably not too late to pull off an upset, or at least, to force the party into a bargaining mode that leaves the nomination up for grabs. But if Romney sweeps the next several races, his momentum will be overwhelming. Look to Minnesota and Colorado on February 7 to make the decisive difference.

Republicans often laud private-sector experience as a key quality for chief executives, but Byron York throws a little cold water on the notion in an excellent column for armchair historians today.? In his estimation, neither the GOP nor the Democratic Party have won with a true businessman-as-leader nominee in decades:

The last president elected as a businessman was Herbert Hoover in 1928. ?Hoover?s appeal, before his reputation became tarnished by the Depression, was as a problem solver and a solid businessman,? says Princeton University historian Fred Greenstein. ?Someone who was not erratic ? to the point of being dull.?

Certainly businessmen have tried to win the presidency. Ross Perot ran on his business experience and won 19 percent of the popular vote in 1992. Wall Streeter Wendell Willkie made a strong run against Roosevelt in 1940. But it?s safe to say that running as a businessman has not been a sure-fire route to the White House.

?Business skill and political skill are qualitatively different,? says Steven Hayward, author of the two-volume biography ?The Age of Reagan. ?They do not transfer well into the other domain.?

However, that?s not exactly a clear analogy to today, either.? York gives short shrift to both Bushes, who combined private-sector experience with varying degrees of public-sector work (the younger Bush only worked in the public sector for less than 15 years combined between two offices).? He also overrates Hoover as a businessman; Hoover certainly did well as a mining engineer, but made more of a name for himself as a relief organizer and humanitarian, and then spent more than a decade in and out of the public sector.? Hoover ran for President in 1920 in one of the GOP?s last brokered conventions (the last was in 1948), losing out early to Warren Harding, and then served as Secretary of Commerce from 1921 until he successfully ran for the Presidency in 1928.

Greg Sargent points to a new poll from WaPo/ABC that bolsters the albatross argument:

If Mitt Romney wins the GOP nomination, as seems increasingly likely, he will have plenty of time to reintroduce himself to national swing voters on his own terms. But in the short term, the evidence is mounting that the bruising GOP primary, and the bipartisan attacks on Romney?s corporate background, low millionaire tax rate, caginess about his tax returns, and his offshoring, are damaging him among the broader electorate.

The Post has?just released the first national polling?that directly asks about Romney?s corporate past. The results:

Overall, do you have a favorable or unfavorable impression of Romney?s work buying and restructuring companies before he went into politics?

  • Unfavorable 40
  • No opinion 25

Among?independents,?36 percent view Romney?s work favorably, versus 37 percent who view it unfavorably. [bullet format added for clarity -- Ed]

Interestingly, that problem isn?t alleviated by substituting Newt Gingrich for Romney.? In the same poll snippet linked by Sargent, the survey asked about ?Gingrich?s work, since leaving elective office, as a consultant for companies with an interest in federal policymaking,? and found that among all adults (not registered or likely voters), it got a 24/54 favorability rating ? far below Romney?s.? It?s also important to note that this poll doesn?t have any information about its sample composition, and given the lengthy history of seriously skewed partisan splits in this series, this may not be the most reliable representation of an actual problem.? It?s worth noting that those leaning Republican like Romney?s experience a lot more than Gingrich?s, 58/24 to 44/40.

In Florida, at least, the news is a lot more sunny about business experience, even for Romney.? This is a poll taken of likely general-election voters in one of the most important swing states for November:

In the battleground state of Florida, a?Mason-Dixon poll?conducted for the Tampa Times and Miami Herald, showed favorable results for Romney. Nearly half (46 percent) of Florida voters viewed Romney?s business background positively, while just 30 percent negatively.??This is despite lots of scrutiny in the news media about Romney?s record at Bain over the last several weeks.

The numbers suggest that Romney?s work at Bain and his wealth are vulnerabilities, but hardly a silver bullet that will significantly hurt his general election prospects against President Obama.??It?s useful to think about Romney?s vulnerabilities in comparison to other presidential nominees.??Reports on Bill Clinton?s philandering were arguably much more damaging than Romney?s business track record in 1992; his net fav/unfav dropped to negative double-digits in April of that year.???And Ronald Reagan?s outspoken conservatism ? including his past opposition to Medicare ? was a glaring vulnerability in polls back in 1980.

Like George W. Bush, Romney combines his business experience with at least a short stint as a chief executive in a populous state, regardless of what one thinks of his track record there.? Will Obama make his private-equity experience an issue if Romney wins the nomination?? He?ll certainly try, but after all of the scrutiny and fact-checking done on claims in the GOP fight, it might be old news with few new angles by the time it gets to September.? Meanwhile, we can agree that business success isn?t a be-all, end-all for presidential success, but it won?t be an albatross, either.

Lawmakers reach agreement on $63 billion FAA bill (AP)

WASHINGTON ? An agreement on a bill to provide operating authority for the Federal Aviation Administration over the next four years and to boost the agency's air traffic modernization effort was reached Tuesday by House and Senate negotiators, culminating a five-year struggle that included a partial shutdown of the agency.

The bill authorizes $63 billion for the FAA through the 2015 budget year. It includes compromises on several difficult issues that divided lawmakers along party lines and by region, including air service subsidies for rural communities, safety regulation of cargo shipments of lithium batteries, and rules governing the formation of airline and railroad unions.

The last details of the agreement were hammered out behind closed doors over the past week. Negotiators met Tuesday afternoon to congratulate each other on reaching what they said was a major victory, and to receive a copy of the final bill.

Sen. Jay Rockefeller, D-W.Va., chairman of the Senate Commerce, Science and Transportation Committee, told lawmakers involved in the negotiations he wanted them to sign the agreement by the end of the day. Final passage of the bill by the House and Senate is expected sometime in the next two weeks.

The FAA's long-term operating authority expired in 2007. The agency has continued to limp along under a series of 23 short-term extensions, but its ability to commit to decisions on major acquisition programs that extend over many years, like air traffic modernization, was hindered by the uncertainty over how much it could spend and by a lack of direction from Congress.

"Now we're going to have four years of stability in this industry. It's a huge accomplishment," said Sen. Kay Bailey Hutchison, R-Texas.

A copy of the agreement isn't expected to be available until late Tuesday, but congressional staff who briefed reporters said key portions include:

? Funding authority for FAA's Next Generation air traffic modernization program at about $1 billion a year, roughly the same as the past two years. The FAA is in the midst of moving from an air traffic control system that's based on World War II-era technology to one based on GPS technology.

? Tweaking of the Essential Air Service program which subsidizes air service to rural communities. The government spends about $200 million a year on the program now; that will drop to about $190 million a year. Subsidies for service to communities that are within 175 miles of a hub airport and average less than 10 passengers a day over the course of a year would lose service. If that rule were applied today, about a dozen communities would lose subsidized service.

The program will also be limited to the 150 communities that now receive subsidized service. No new communities will be allowed to enter the program. The compromise spares Morgantown, W.Va., a priority for Rockefeller. The community would have lost its subsidies under a formula crafted by House Republicans, but opposed by Rockefeller and other key Senate Democrats.

A partisan standoff over a House GOP attempt to cut 13 cities from the air subsidies program and to make it more difficult for airline workers to unionize resulted in two-week, partial shutdown of the FAA last summer. More than 4,000 FAA employees were furloughed, work was halted on more than 100 airport construction projects and the government lost an estimated $350 million in airline ticket taxes.

? A requirement sought by House Republicans that the Department of Transportation follow the same safety standards for the shipment of lithium batteries by air as those set by the International Civil Aviation Organization, a U.N. agency. The requirement blocks a proposal by the department that would have imposed even tougher standards on the handling and packaging of the batteries, requiring they be treated as hazardous cargo. The batteries are used cellphones, laptops, watches and in countless other products.

Studies show batteries that are damaged, overheated or packaged incorrectly can ignite. Fires caused by the batteries burn extremely hot and are difficult to put out. Pilots unions strong oppose the international standards, but an array of industries who ship projects containing the batteries as well as cargo airlines had predicted the transportation department's rules would have cost them billions of dollars. As part of a compromise, the FAA would have the authority to impose emergency regulations on lithium battery shipments if the agency can point to an example where it has been proven that the batteries were the cause of a fire in flight.

A recent FAA study predicted that bulk shipments of the batteries will cause the crash of one cargo plane every other year. The batteries are suspected of being the source of a fire aboard a United Parcel Service 747 that crashed near Dubai in 2010, killing both pilots.

Rockefeller and his House counterpart, Transportation and Infrastructure Committee Chairman John Mica, R-Fla., emphasized the bill is a compromise in which no one got everything they wanted.

Among those disappointed by the bill were airline passenger rights advocates. A three-hour limit on airline tarmac delays and other passenger protections sponsored by Sens. Barbara Boxer, D-Calif., and Olympia Snowe, R-Maine, were eliminated during negotiations. The Obama administration has already done virtually the same thing through new regulations, which were opposed by the airline industry.

TAMPA, Florida — Mitt Romney climbed back into the driver's seat Tuesday (January 31) with a big win in the Florida primary. Shortly after polls closed, CNN projected that Romney would win the state with 47 percent of the vote to Gingrich's 31 percent.

Thanks to his two solid debate appearances and his huge money advantage over Newt Gingrich, Romney seemed relaxed and confident in the 24 hours before the results came in when MTV News spent time trailing the campaign all over the state.

With more than 4 million GOP voters eligible to vote in the primary, early reports indicated that between 1.5 million and 2 million could cast votes. The win is an important one for Romney for several reasons. It erases the memory of his five-point loss to Senator John McCain in the 2008 Florida primary, and it also means that this time he scoops up all 50 delegates in the winner-takes-all state.

He was helped along by the massive infusion of cash for (mostly) negative ads attacking Gingrich funded by his own campaign and the Restore Our Future SuperPac, which outspent Gingrich and his allied Pac, Winning Our Future, by a 4-to-1 margin. Together, the men spent more than $20 million on the bruising battle in the important swing state with the highest foreclosure rate and one of the highest unemployment rates in the nation.

In a stark contrast to the three previous contests, according to CNN exit polls in Florida, Romney finally broke through to young voters (18-29), a group he had previously not clicked with. While Romney had reliably scored with older voters, in Florida, he won 39 percent of the youth votes to 26 percent for Congressman Ron Paul, 23 percent for Gingrich and 12 percent for Rick Santorum. In part, Paul lost his usual pull with young voters in the Sunshine State because Tuesday's contest was a "closed" primary, which meant that only registered Republicans, and not independents, could cast ballots.

The Libertarian-leaning Paul did not spend much time campaigning in Florida, preferring to focus on the upcoming Nevada primary on Saturday. He came in a distant fourth place with just 7 percent of the vote, bested by former Pennsylvania Senator Santorum (13 percent), who was forced to quit campaigning over the weekend to attend to a sick child.

There were also not early results on if the state's controversial new voter-registration laws had any impact on the turnout. Should they stay in place through the general election in November — there are currently several lawsuits attempting to overturn the laws — some voting-rights advocate worry they could have a suppressive effect on a number of traditionally Democrat-leaning voting blocs, including young and minority voters. The next contest takes place Saturday in Nevada.
