France?s high frequency tax would effectively limit a variety of ?layering? techniques, which high frequency traders sometimes use to manipulate the market.? For instance, traders may enter multiple fictitious orders to drive a stock price up or down, and then cancel their orders.?

Because the high frequency tax targets activities that may harm markets, but leaves other activities untaxed, the levy is more focused than a conventional financial transactions tax. ??However, it taxes only some trading activities but not others, such as fat fingers or momentum trading, which might be viewed as harmful.? Also, the new high frequency tax applies only to operations in France (conducted through a permanent establishment or a subsidiary), and few high frequency traders operate in France.? France also adopted a more conventional financial transactions tax, at a rate of .20%, which is higher than the .10% recommended by the European Commission to the EU (and the .03% proposed by Harkin/DeFazio in the U.S.).? 2. Define

Whatever you do, don?t compromise your values, integrity, and self-respect simply to keep someone in your life. Your soul can?t sustain that.

5. Reinforce

It may take some time to train yourself and others around your new boundaries. Continue to reinforce them so that you are taken seriously and respected. Practice saying no when you are asked to do something you don?t want to do. Create a plan for times when someone crosses your boundaries. Let them know what they are doing. Ask them to stop immediately. Walk away from any push-back or negative comments without acquiescing or getting angry. Over time, you and the other person will realize you are serious.

6. Reward

Be sure to acknowledge and reward those who are supporting and respecting your personal boundaries. Thank them and let them know the positive impact it has had on your life. This will motivate them to continue their behavior.

7. Reciprocate

Remember that respecting boundaries goes two ways. Examine your own behavior and words to see where you might be crossing another person?s boundaries. Work to change those behaviors so that you are reflecting the respect and support you want for yourself.

8. Stay Flexible

There?s a difference between healthy boundaries and rigid boundaries. You don?t want to be a controlling or dictatorial person. That?s not the goal. The goal is a healthy relationship with those close to you, balanced by a sense of understanding, mutual support, and give-and-take. There may be occasions when you choose to bend your boundaries or allow someone to cross the line. 9. Be Patient

If you have had weak personal boundaries for years, be aware that this change doesn?t happen overnight. Disengaging from the emotions and beliefs that led you to weak boundaries requires practice, and sometimes it requires the support of a counselor. 10. Believe

Ho got the better of Australia?s Laura Enever in the third heat to make her way through into the next stage of the competition, while removing the latter from the contention for the event title.

The fourth heat saw France?s Pauline Ado succumb to Hareb, consequently getting eliminated from the competition while sending her rival into the quarter-finals.

And when they are read, the cover letter can carry a substantial amount of weight. A poorly written cover letter can negate the strengths of your resume, while a well-written cover letter can lead to an interview when your resume alone might not have.

So what makes a well-written cover letter? It should be customized to the job you're applying for and it should include information that is not on your resume. You should mention why you are interested in both the position and the company and describe why you would be an asset to them. Above all, always keep it short and sweet; your cover letter should never be longer than one page.

If you are applying for a position online, there is usually an area that allows you to upload multiple documents. One of these should be your resume, the other your cover letter. If the online application only let's you upload one document, then combine your cover letter and resume into a single PDF file and upload that. If you are emailing your resume to a person, then you can either put your cover letter into the body of the email or you can have it as a separate attachment. I prefer to receive them as a separate attachment because it makes it easier to save and distribute both documents to hiring managers. I rarely pass on the original email to a hiring manager, so if the cover letter is only in the email, then I'm usually the only person to see it.

NEW YORK (AP) ? If television ad spending is any guide, the White House race will come down to nine states that have absorbed an eye-popping $350 million in commercials so far.

Colorado, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Pennsylvania, Virginia and Florida, the largest and most diverse of these highly contested states, are where the ad dollars have been concentrated, and that's been consistent this election season.

They account for 120 of the 270 electoral votes a presidential candidate needs to win. Barack Obama carried all nine states in 2008 when he beat Republican John McCain, but polling and the ad crush indicate all are highly competitive this time.

While the rest of the country is virtually ad-free, the Obama and Mitt Romney campaigns, along with a host of mostly Republican-leaning independent groups, are going at it in those really competitive states. Voters in just 67 of the country's 210 media markets are confronted by campaign ads on local stations, according to the Kantar/Campaign Media Analysis Group, which tracks campaign advertising.

"People are seeing more spots in fewer states than they were four or eight years ago ? more advertisers, and a lot more money is being squeezed into a smaller number of markets," Kantar/CMAG's Elizabeth Wilner said. "It's been quite static all these months,' adding that it's "hard to imagine we're going to look at a vastly different picture than we're seeing right now."

Polls have shown that Romney and Obama are running almost dead even for months in a race shaping up as vastly different from 2008, when Obama outspent McCain on the air by more than 4-to-1.

Obama opted out of the public funding system that year, and that allowed him to raise and spend freely on ads wherever he chose. McCain accepted public money and the spending restrictions that came with it. Determined to avoid such an imbalance this time, Romney has decided against public financing. Republican donors are pouring money into independent groups that can run ads as long as they don't coordinate directly with Romney's campaign.

No state has been flooded with more campaign advertising than Ohio, where an average viewer in the Cleveland television market is seeing about 87 presidential campaign spots a week. Florida is the second most heavily saturated, with viewers in the Orlando media market seeing about 70 campaign ads a week. Iowa is third.

New York-based political ad buyer Joseph Mercurio called the figures "unprecedented and astonishing." He noted that a heavy advertising presence in a competitive statewide race normally would mean about 20 spots a week for an average viewer.

Mercurio said such heavy advertising in a state typically would cause polling numbers to shift. That hasn't happened this time, suggesting voters have tuned them out or only a few remain undecided.

"The fact that people are being bombarded with ads in these states and the numbers aren't moving means the voters are very set," Mercurio said. "Some sort of massive event would have to happen to shake this up."

The Obama campaign has laid out nearly $125 million on broadcast and cable TV spots so far and has reserved millions more for August and the fall. Other than $7.5 million spent on national ads, almost all the money has gone into the nine critical states.

The Romney campaign has spent just $45 million on television ads, but several conservative-leaning independent groups helped the candidate to match and at times exceed the Obama team's advertising efforts.

Leading the way are American Crossroads and Crossroads GPS, both linked to Karl Rove, President George W. Bush's longtime political adviser. American Crossroads has spent about $50 million on ads in the swing states, while Crossroads GPS, which does not have to disclose its donors, has spent more than $55 million.

A third group, Restore Our Future, has spent about $20 million in the key general election battlegrounds after helping bury Romney's primary Republican rivals with negative ads during the nomination fight. This group was formed by several former top Romney advisers.

Americans for Prosperity, formed by the conservative billionaire brothers Charles and David Koch, has spent over $15 million in swing states and purchased $25 million more to run from the coming week into early September. It's spent a more broadly than the others, buying advertising time in Minnesota, New Mexico and Wisconsin in addition to the nine major swing states.

The group's upcoming buy includes New Mexico and Wisconsin but not Minnesota, which most strategists believe remains securely in Obama's camp. With so much money to spend, Romney and his allies can afford to run ads in those states simply to bait the president's team into spending money to defend itself.

The Obama campaign has not bought ads in New Mexico and has spent just about $600,000 in Wisconsin, suggesting his strategists don't believe those states are in play. Obama won both in 2008 and they're expected to stay Democratic this time.

The Republican National Committee has spent nearly $16 million in swing states on Romney's behalf. The Democratic National Committee is raising money in conjunction with the Obama campaign but has not run a separate ad campaign.

A few independent organizations have advertised in swing states for Obama but none with the heft and firepower of the Republican-leaning groups. The biggest pro-Obama super PAC, Priorities USA Action, has spent about $20 million on ads and has reserved $30 million more to run ads in six states in the fall.

Wilner of Kantar/CMAG said the advertising patterns both camps follow after their conventions will signal which states they believe are truly in play.

"If Romney begins to gain momentum, Michigan and Wisconsin may become competitive and North Carolina might be less of a draw for the president," Wilner said. "If the momentum is with Obama, we might see him advertise in Arizona. Both sides will stay off the air in Michigan, remain on the air in North Carolina, and do only low level advertising in Pennsylvania."

If I Were Designing a Master's Program in IT Project Management ...

Capella University has redesigned its online Master?s in information technology, now called a Master of Science in Information Systems and Technology Management.? Capella says the new program ?places a greater emphasis on the IT management skills desired by today?s employers and is designed to meet the needs of both IT professionals and career changers.?? Naturally, they have a concentration in Project Management.

Looking at the program, it seems like the focus is heavy on information technology, management of global enterprises, and project management. ?In addition to the three Foundational courses and the five project management specialization courses, students will be required to take three Core courses, and then a capstone course.? The Core course on Innovation, Leadership, and Ethics sounds very interesting; I hope they can fit all three into one quarter.? I think it?s definitely a solid curriculum.? But I?d like to suggest that it leaves out some real world business skills.? For example:

Though the double hung window maybe arguably the most popular window style today there are still many other window styles you should consider when building your new home or home addition.

Double Hung Window
A double hung window consists of two vertical panels that both can be moved up or down. The double hung window is one of the most popular windows installed today due to its flexibility in window panel opening.

Single Hung Window
The single hung window is akin to the double hung window, however only the bottom panel moves. The top window panel is fixed.

Casement Windows

Fixed Windows

Jalousie windows consist of many thin strips of glass stacked vertically upon one another and that are louvered. They can be cranked opened or closed, similar to a venetian blind. Often they are used in three season rooms or porches.

Awning Windows
Awning widows are single panel windows that are hinged at the top of the window frame. The window can be pushed or cranked open at its base. They are ideal for allowing air to enter a home even on rainy days. Due to the fact that they are hinged at the top of the window, no rain can enter into the home.

Sliding Sash Windows

With sliding sash windows the window panels slide open horizontally. One or more panels can be designed to slide along a track. They are ideal for smaller rooms or in kitchens where it may difficult to open another window type.

SEIA Statement on House Committee Approval of No More Solyndras Act

Bill ends effective DOE Loan Guarantee Program that supported major energy projects.

Today, the U.S. House Committee on Energy and Commerce approved H.R. 6213, the No More Solyndras Act, by a vote of 29-19. Rhone Resch, President and CEO of the Solar Energy Industries Association? (SEIA?), issued the following statement on the legislation:

?Both Congress and the administration identified ways to improve the Department of Energy (DOE) Loan Guarantee Program to ensure that taxpayer dollars are protected and used wisely. Unfortunately, the bill passed by the committee today disregards the significant economic and energy policy benefits associated with the program.????

?Loan guarantee programs have successfully promoted bipartisan projects such as transportation, health care, education, housing and energy infrastructure policies. In solar alone, the DOE Loan Guarantee Program is providing crucial financing to support the construction of 11 utility-scale solar power plants in the Southwest that will produce 2,700 megawatts of safe, clean power ? enough to power 630,000 homes. These are financially sound projects with guaranteed revenue streams.

?We must improve and preserve the integrity of the DOE Loan Guarantee Program rather than hinder our nation?s ability to develop innovative energy infrastructure projects.?

The measure has been reported to the full U.S. House of Representatives for further consideration.

The U.S. solar energy industry employs 100,000 Americans at more than 5,600 companies, mostly small businesses, across the nation in all 50 states.

Following reports earlier this week that Bank of Ireland were to extend the ?TCD Finance? loan scheme to Mary Immaculate College in Limerick and DCU, the Bank is set to announce that they are to introduce a similar loan product at a further 21 participating institutions. The scheme is a product of the Bank alone and is not linked to Public-Private Partnerships, as previously suggested.

The full list of Bank of Ireland College Finance affiliates is as follows ; Athlone IT, Carlow IT, Cork IT, DCU, IADT, Dundalk IT, GMIT, IT Blanchardstown, Letterkenny IT, Limerick IT, IT Sligo, IT Tallaght, IT Tralee, Mary Immaculate College, The National College of Art and Design, NUI Galway, NUI Maynooth, St Angela?s College, St. Patricks College, Trinity, University College Cork, University College Dublin, University of Limerick and Waterford IT. The University Times understands that Bank of Ireland is open to making the product available to students of other institutions in the future.

While Trinity College Dublin Students Union was heavily involved in negotiating the original scheme UT also understands that many students? unions were not consulted when the bank sought to extend the scheme to other institutions. The Bank has been answering the queries of sabbatical officers ? some of whom have only learned of the scheme?s availability in their College in the last day ? but has not been proactive in initiating dialogue.

When breaking the news earlier this year that the loan scheme was to be pioneered in Trinity, Trinity News reported its relation to the government?s investigation of Public-Private Partnerships as a method of third-level funding through student loans. However, the scheme being rolled out to students across the country is understood to be a consumer product and is not an initiative of or partnership with the government, the Higher Education Authority, individual universities, or any other higher education body or institution.

Speaking to The University Times, ?Union of Students in Ireland President John Logue expressed the organisation?s ?serious concerns? as to the long-term implications that the scheme?s nation-wide availability would have on third-level funding:

?In the short-term, this loan scheme may help students and families to cope with the financial burden that the ever-increasing student contribution charge is placing on them. However, USI has serious concerns about the long-term effects that this scheme may have on the higher education sector.

?The scheme could lead to a steep increase in fees, as it gives the Government the impression that finance is available to cope with such increases. If this were to occur, it would not be long before we find ourselves in a comparable situation to the U.S., where graduates are burdened with massive debt upon leaving college.

?USI is also concerned with how Bank of Ireland seems to be implementing these schemes in some colleges, with little or no effort being made to consult with Students? Unions.

?There are also serious discrepancies between BOI?s literature on the scheme and what individual Students? Unions believe was agreed in their colleges. For example, while some Students? Unions were assured that the loans would be reviewed on a year-to-year basis with consideration for increases in the Student Contribution Charge, Bank of Ireland?s literature would suggest that the loan is entered into for the full period of the undergraduate degree and that the terms are fixed, thus leaving the student to find alternative means of financing any increase in the SCC.

?USI will have more to say on this matter after further consultation with Students? Unions.?

The Bank of Ireland College Finance scheme is different to a standard personal loan as it aims to ensure that low repayments are made throughout the duration of study, and further affordable repayments upon graduation. Loan repayments are to be made in monthly installments of ?100 over the first four years, at a variable rate of 5.1% per year. Upon graduation, this is increased to ?155.24 per month at the standard Graduate loan variable rate of interest (this currently stands at 9.7% APR) for a further three years. The student may apply to have the loan transferred to their name upon graduation. The typical total cost of credit is set to stand at ?1,388.32. Rates will not differ between colleges but repayment costs will increase in line with increases in the charge.

Discussions for the Trinity scheme began shortly before Christmas at the initiation of College Treasurer Ian Matthews. Bank of Ireland has consistently had a strong relationship with both the College and the Students Union and this has helped the successful introduction of the loan product. The loan seeks to ease the financial burden on students and their families with regards to paying the Student Contribution Charge.

The loan will be available to both existing undergraduates and new entrants, however it is not available to postgraduate students. Parents or guardians of full time undergraduate students at the participating colleges may apply for the loan, which is only available to cover the cost of the student contribution charge, and not further education expenses. The Student Contribution Charge currently stands at ?2,250, however it is expected to have risen to ?3,000 by the year 2015.

The maximum length of the loan is 8 years for a five year course and 7 years for a four year course. However over the course of the loan it is possible to pay more per month to reduce the overall cost and there are no fees if the loan is repaid early.?All charges must be applied for up front, and partial charges will not be facilitated by the bank.

While the finance scheme has been welcomed by TCDSU, there is as yet no system for students unsupported by parents, as the USI says it will continue to fight for full equality of access in all third level institutions.

New Report Blasts Poor Retention Rates for Irreplaceable Teachers

Anyone who has ever watched a beloved teacher permanently leave school knows well the gap that is left behind. Sadly, for millions of urban students, this emptiness is a far-too common reality. The nonprofit TNTP (formerly known as The New Teacher Project) has just released a fascinating report on this trend called The Irreplaceables: Understanding the Real Retention Crisis in Schools.

According to this report, strong and weak teachers are being retained at the same dismal rate. ?Only 10 percent of teachers are leaving, each year,? Timothy Daly, president of the project, told The New York Times. ?The problem, though, is that we lose so many great teachers, especially early in their career, that half of them are gone by year six.?

TNTP looked at over 90,000 teachers in four urban areas for the basis of this report. Based on student scores in state exams and student reviews, they determined that just 20 percent of these teachers are ?irreplaceables?: teachers who are so successful their students actually obtain the equivalent of five to six months of extra learning compared to students in weaker teachers? classes. If one of these irreplaceable teachers leaves, TNTP estimates that it will take approximately 11 hires to find a teacher of a similar caliber. In other words, they are pretty much irreplaceable.

?These are the teachers our urban schools desperately need to keep,? the report reads. ?Yet we found that they are ignored and undervalued at almost every turn. Their experience illuminates the true obstacles to turning around chronically low-performing schools and raising the status of the teaching profession.?

The report states that schools retain top-performing teachers at the same rate as their underperforming peers?about half of the irreplaceables leave school within their first five years on the job. In the report, TNTP cites three major reasons why this is true:

?Principals make too little effort to retain Irreplaceables or remove low-performing teachers.? Good teachers are not very often commended for their work or, according to two-thirds of the teachers polled for this report, encouraged to return for another school year. ?Poor school cultures and working conditions drive away great teachers.? Teachers who are working in a school that doesn?t hold them?and their peers?to high expectations tend to drop out. ?Policies give principals and district leaders few incentives to change their ways.? Too often, compensational raises are tied in with seniority and tenure, not excellence.

Heighten expectations in the urban school setting and focus on retaining high-performing teachers of all levels, and this great exodus of irreplaceables will be curbed. Yet, there are critics of this report who claim this is just too simplistic and potentially flawed. There are plenty of education-minded people currently debating this report on Twitter and in their blogs who say it focuses too much on possibly misleading student scores and makes dubious claims that weak teachers cannot improve and should be dismissed.

"This report is puzzling,? Randi Weingarten, American Federation of Teachers president, said in a statement. ?On the one hand it makes the point of the importance of keeping good teachers and what's needed to do that. On the other, it assumes that someone can magically become a good teacher and that school leadership means simply firing bad teachers. What is missing is the work that needs to be done to create continuous development and support systems to help all teachers become great teachers. This is how we make sure that every student succeeds.?

U.S. Secretary of Education Arne Duncan, however, lauded the report, ?America?s best teachers are truly irreplaceable,? he said in a statement. ?I?ve said that when it comes to teaching, talent matters tremendously. But TNTP?s report documents in painful detail that school leaders are doing far too little to nurture, retain, and reward great teachers?and not nearly enough to identify and assist struggling teachers. Our teachers, who play such a crucial role in the lives of children, deserve a profession built on respect and rigor. And our children deserve?and need?to learn from those irreplaceable teachers.?

Self-improvement is an addiction. New Yorkers will buy anything if it promises six pack abs or techniques for startup domination. Bonus points: if you track our progress via a Nike Fuel or my bathroom scale that sends graphs to my computer. ?A true New Yorker never passes up the chance to get a graph about their life sent to them in an e-mail. We?re obsessed with data. ?Give us some fake FourSquare points that don't even mean anything and we're in.
